Philadelphia was captured in 1803, Lieutenant Stephen Decatur led a raid which successfully burned the captured ship, preventing Tripoli from using or selling it. Their task was to assist the British Ministry of Health in combating outbreaks of paratyphoid, scabies, and other diseases which were a constant threat in the crowded and bomb damaged cities. The strategy calls the armed forces' readiness "critically low", and says social stability is at risk because the population is being stratified into "a thin layer of well-to-do-people and a predominant layer of citizens of scanty means."
